As a result of my computer recently being infected with the “AV Security Suite” virus, after I cleaned the virus, I could not browse anywhere on the internet. Chrome will give you an “error 102 connection refused” message, Internet Explorer & Firefox will probably give you something similar like “The webpage cannot be displayed.” This was because the virus had changed my Internet settings in Windows to use a proxy server.
You can easily fix this by going to Windows control panel -> Internet Options -> Connections -> LAN settings -> then UNCHECK “Use Proxy Server”.

yet the problem occurs randomly on a daily basis

it wasnt checked to begin with in my case ;( i tried everything nothing is workin i tried checkin the “automatically detect settings” i tried clearing all cookies in the chrome settings i even triedresetting to default nothing is working and i’m really starting to worry =/ do you happen to know an alternative solution please???

I could ping out and traeroute to any website but but trying to browse was generating the
error 102 connection refused
unchecked “use proxy server” and are back online

this did not work for me, the box was unchecked. I have reinstalled google chrome, ran virus scan, but cannot get on chrome. I can get on any other browsers. Any ideas?
I have cleaned my computer of a virus but my proxy box is unchecked already meaning the proxy fix isn’t the solution. I cannot use any other browsers, but my messengers work. So there is internet connectivity. Any ideas of how to regain access to my browsers
My proxy box is already unchecked. I can use Explorer, but not Google Chrom. I still get this Error 102 ….message when try to login. I cannot delete my cookies in Chrom only in Explorer
Hurray, I found the solution: My McAfee Security Program had Google Chrome blocked in my firewall program — all you do allow access and everything is back to normal. Why it was blocked — nobody knows.
I was having the same problem, error 102 with all 3 browsers, (IE, Firefox, and chrome) the proxy wasn’t checked, and i did not have McAfee nor Norton’s installed, but i knew they had been on the machine before. I downloaded the McAfee & the Norton’s removal tools, and ran them both to remove any possible leftovers from the uninstall, and then restarted my machine and all 3 browsers started working with no issues .
My experience in the past with other internet problems is that if you have Norton’s or McAfee installed on your machine, and have been infected by the scare-ware security programs, remove them with the removal tools check to make sure you can get online then if you have a subscription with either of them then please reinstall them.
However I know that most people do not like the entity that Microsoft has become, there is no denying that they do have a really good program in the Microsoft Security Essentials. Plus it’s free, and it is not as susceptible to corruption as easily as Norton’s and McAfee

Dear All, Iv’e been phase this issue (Error 102) and it’s annoying problem as well as there is some trouble with the download speed. after deep trouble shooting the problem and seeking through the net. it seems not the “Proxy” setting only solve the problem for other cases. as in my case the OS installed to MY Desktop PC is (Windows 7 Professional 64 bit latest Update). However, i tried so many cases to solve the issue. until i reach for some update files that will solve the issue Permanently (unless it’s solved in my OS) it’s as follow:
after run the (Programs and Features) from the “Control Panel” in the left hand side, click on the “View Install Updates” and try to search for the following Windows Updates:
- Security Update For Microsoft Windows (KB2478662)
- Security Update For Microsoft Windows (KB2518869)
and if u installed the IE 9…Try to Uninstall it to get the previous version of the IE browser and then run the “internet option” from the control panel as well (where the Proxy connection setting located. But else where the advance tab is (click on “Reset” button located on the bottom of the advance tab (internet option main menu)
and that’s all. hope it’s useful after all for some other guys

I’d checked and unchecked the proxy settings (they were unchecked, but wanted to make sure something wasn’t tripping things up), ran Malware Bytes, Ad-Aware, etc., and though FF and IE worked, Chrome still producing the error. I checked McAfee Firewall settings, but Chrome was on “full” status. But, upon your suggestion, I went back to McAfee firewall and scrolled ALL the way down. For some bizarre reason it lists Chrome twice – and you guessed it, the second instance was blocked. Problem solved. Thanks, and thanks to all of you because this type of forum is the FIRST place I go (beyond trying to do the obvious) when I have a problem.
